That is speculation. All we know is that he keeps her isolated from strangers (and likely downplayed the situation but she seems to know about walkers regardless) and is overprotective of her. His main concern, that we've seen so far, is in regards to her being easily manipulated. It's entirely possible he wasn't as stupid as we first suspected on this subject. Or it's like Reusou said and Clem (or someone else) managed to change his mind about it.
And I really wish people would stop acting like we have a clear shot of the person's face. We don't. And we've already seen Sarah without a backpack so that point is moot.
EDIT: Alright, so after remembering to watch the video in HD and making some comparisons from the first episode I concede that it's probably a new character. There appears to be a brownish tint to the hair unlike Sarah's, which is black. Also Sarah actually doesn't have a hood like I mistakenly remembered; just really large lapels. And there are bands of white or lighter blue around the arms of her sweater. So yeah, probably someone else though I'm still not seeing Becca or Shel (at least not as how they've been previously designed) either.

This gives value to the point that they were with Carver before they left(though the reason is still unknown).

I have a feeling we'll run into Tavia's community way into the later episodes [4 or 5]. It's probably the one in Wellington.
Sorry if this is a bit long but a few things i have noticed from the trailer is that the parts where we see them shooting walkers and Clementine climbing up the tower takes place around a small area .
First we see them facing what appears to be a wind turbine (see second screenshot), you can tell this as there is a red light inside the maintenance hatch which is shining on Nick and the base circled in green
You can see the ski lift in the background highlighted in red, i think we might need to somehow fix the turbine in order to get the ski lift working so we can get up the mountain.
In this screenshot you can see the same base and red light from the first screenshot and it appears that walkers could be attacking from both sides.
In this screenshot Clementine is standing on top of one of the supports which the cables for the ski lift is attached to

In the preview after All That Remains when Clementine says "I thought you where dead" it looks like they reached the top of the mountain as the cables in the background seem to be going up hill and into in a straight line rather than continuing to go up
After the group gets off the ski lift it could be the place where we meet Walter, Matthew and the mystery character unless they have changed how it plays out.
