Luke is just concerned for Clementine, but is still loose with her. Luke can be classified as being authoritative. He lets Clementine have some freedom, but is genuinely upset when she doesn't listen to him. Just like when she took that big walker instead of the little one.
If Luke was killed off off-screen as the end of Episode 2 seem to hint (though I'll admit that it's very unlikely considering that its not like Telltale to do that) then I'd be pretty disappointed with the whole brother-sister set up being thrown out of the window.
