Theory: Carver atacked Tavia's Community
So, I think that carver acted like he was a good person to have Tavia's group to be his because he wanted to people to do what he wants (maybe other thing), but yes he may did "stole" Tavia's comunity.
Do you think that he stoled? And if he stoled, why do you think that he did it?

I get the feeling "Tavia's Community" has been Carver's all along. Tavia seemed more of a scout and recruiter than the actual leader of the community. The reason the fandom dubbed it Tavia's is because hers was the only name we could associate with that community.
Maybe it really is a decent place, but the leader is an obsessive asshole sometimes. Hell, maybe Carver wasn't the original leader and rose to power like Comic Governor.
I think too that it isn't Tavia's, but I don't have another name to associate it, stil, I don't think that it was Carver's, but we never know.
I think Tavia likely think its good place. Who knows for the people who stick to the rules it likely will be a safe place
I don't think Carver's another "nice first" baddy guy we'd seen in TWD universe li 3 times now (comics, the show, the books etc). Im pretty sure it is like TheGoodTheBadTheDead stated above.
I think it's been Carver's all along. But maybe he wasn't the original leader I don't know. People are willing to live under a evil man to survive, we saw that in Crawford. I think it's the same community remember Tavia says something to the effect of "As long as you pull your weight and follow the rules" sounds like a Carver type thing to say.
According to the credits, the guy who did the radio voice that Tavia was speaking to is the same voice actor as Johnny, who gets shot by Kenny during the hostage scene, and Winston, who dies in the first episode. Perhaps this indicates that Tavia was working for Carver the whole time, but perhaps not of her own choosing.
There's also the name "George" who seems to have been someone Alvin killed when escaping the first time, and Carver uses that name when you ask who he is. How George connects all this is still a mystery, but we'll find out soon enough.
To me there a two options:
I think it is Carver's community. He reminds me of the guy from Shel's group, can be cool as needed but cutthroat if necessary. The group probably fled because of something they thought was egregious and he knows that allowing people to leave would be risky.

He's definitely worse than Roman. I'm not defending Roman's actions here because honestly I don't like him, but when he killed, he killed to protect the group. Carver kills because he can.
I agree. Roman wasn't necessarily a good guy, what he did, he did for the sake of his group. Even if it was morally wrong, like wanting to kill Shel and any other escapees who might pose a threat later on. Carver's not like him, his motivations seem to be more selfish in nature. Perhaps they're similar in the sense that they're both very pragmatic individuals, but I don't think Roman would pistol-whip a child or torture someone for information. (right in front of their crying and screaming teenage daughter, no less) Otherwise he would've done it to Shel and the Spanish guy. Carver is brutal.
Basically, Roman was a lot more chill than Carver is, and I doubt he would ever go to the lengths that Carver does for the sake of his group's survival. And I don't know if it's true yet, but I doubt Carver is as amiable as Roman was when he's not dealing with survival issues, either.
I honestly think that Tavia was already in Carvers Community,but was a Co-Leader.

I think both Carver's community and Tavia's are the same. There's no evidence given so far that points otherwise. The voice on the radio was Johnny's VA. And Bonnie, the only person who would go with Tavia no matter what, has been seen as one of Carver's lackeys. It would be interesting to see other 400 Days survivors at Carver's camp if they decided to go with Tavia, it would be a good way to tie in the DLC characters into the S2 storyline.
Maybe Carver's camp isn't all that bad as long as you follow his rules. His settlement is obviously safe enough, it's in a giant Lowe's-esque hardware store and he seems to have a good supply of weapons. It's not like you'd constantly be at risk for your life there. I think most people in his camp would be willing to turn a blind eye to any misdeeds Carver might do if it meant they get to stay there in relative safety.
