Nobody actually knows if he dies. The cancer group in Shel's story says they left him because they didn't like Vernon anymore. Vernon went crazy with the boat and they never saw him again.
He left all the other cancerous people behind and left on his Capital V boat.
They said that they lost Vernon but that might not mean that he died as it said Kenny was lost to the herd, He could still be alive somewhere there could be a possibility of seeing him again but i don't think we will as bringing back all the dead characters would start to get repetitive.

Who knows maybe he is alive maybe he was in a herd of walkers and somehow escaped like Kenny. Then he found a group and stole their boat.
At first I thought Vernon might be working as a stand-in for Carlos at Carver's stronghold, but with Nikki Rapp dropping a hint that Lilly could be returning in episode 3, Telltale will probably avoid trying to juggle too many characters and plot threads in one chapter.
Well, they in 400 days they said "We lost Brie, then Capital V" (Brie and Vernon in a same sentence, and they should know Brie die). So maybe that indicates that Vernon died? But it is still unclear.

I think with the way those side characters are still existing in the comics, there are a lot of opportunities for them to come back in Season 3. So I wouldn't be surprised if Vernon comes back too.
Glenn and Hershel are dead in the comics so there is no chance that they will come back.
Vernon was "lost" but not confirmed dead so there could be a slim chance of him returning but i don't think it will happen.
That piece of shit better be dead or I'll send him to the Bahamas myself!
