It means the episode was uploaded to steam so we'll be getting it in about 3 weeks.

I wont pretend to be an expert in this kind of thing but I think it means Episode 3 has been uploaded to steam and is awaiting certification. This means it will probably be ready to release in a couple weeks (assuming it's legit).
So basically, it's still coming out in May and nothing has changed except that it's confirmed...

It'll probably come earlier. EP2 came out 13 or 14 days after being uploaded. If the same were to happen with this one we would be getting it April 29th
