Ebay. They have some nice recreations there. If you're lucky, and willing, they sometimes have the promo hats there. There is the 'official' hat by sky bound. .. It's the worst excuse for a fan hat I've even seen. After that the only option I know of are fan made hats... JonGon is in the process of making some fantastic hats, maybe try to get a hold of him? (But I think he is only giving them to people through give aways)

Nowhere. Telltale is being rude and won't put them up for sale! Guess what, not everyone is able to travel cross country to the stupid cons just to get a hat. Twitter giveaways are not fair as well since some people receive tweets before the others. So frustrating.
There is actually a really good one you can buy.. though I've been hesitant to post it here because I don't want TellTale to crack down on it.

The official promo hats were only given to fellow developers and once in a blue moon on a Twitter giveaway. They sometimes end up on eBay where the starting price is around $250.
