I think it's highly unlikely. Lee's wife could be absolutely anywhere around the country, or even dead.
Not everyone we hear about will end up in and around the same area as each other. It just wouldn't make sense.
That would be the mother of all plot twists.

That would be such a 1/1000 coincidental meeting I wouldn't be surprised if Clementine was struck by a lightning-infused meteor dropped by flying pigs shortly after. She was already pushing her luck a bit with Kenny.
Still, would be interesting after I suspended disbelief a bit.

I'm just saying that I find it highly unlikely that Lee's wife of all people just so happened to be in Carver's settlement.
