If the killer has a very good reason for doing it or is not a bad guy and was "forced" by circumpstances, I will arrest them.
Yes my friends and I did it when we were kids, in the real world nothing happens. In the fiction of the Fables world-in her words-she feeds her victims lungs to the 'family dog'. I guess she is shit out of luck if the family does not have a pet.

I don't think there is any good reason for killing people randomly. However, if he killed Faith and Lilly, because of something they did, then I'm willing to not kill them if there's a good reason behind it.
The killer did more than kill them, he or she used their heads as a message. He or she (whomever the killer might be) seems to be a serial killer. There is no "good reason" in this situation, what you are looking at is intent; was this first degree second degree or manslaughter etc..? Evidence suggests that it is first degree (i.e. their is an established MO), it is then up to Fable law to deal with such a killer ( probably the Witching well). If one was dealing with Bigby of the comics, his killing the serial killer would be situational, if his own life is threatened or what have you... If Bigby arrests the killer, said killer would be tried and I'm thinking he or she would receive the death penalty anyway (which has happened before in the comics).

i will probably kill the killer, because of all the people he/she's killed right? although it does depend on who it is, and where there coming from. also i don't think snow will say to arrest the killer based on her no sympathy for aunty greenleaf

I did not say that he or she has a good reason, I said the opposite. It does not have to be about a personal grudge or vengeance-not if it is a serial killer. Very few psychopathic serial killers kill for any reason other than base compulsion, they also lack empathy which makes them even more inclined towards these sorts of serial and ritualized kinds of murder.

yeah the killer may have a personal grudge or a pshycopath who enjoys killing .. my prediction for episode 3 is some one will die in episode 4 as there are no deaths in epi 2 and 3 just to make the story interseting .... i don't know whose head is next on doorstep

i am sure by the end of episode 5 wolf among us will be massive hit series even crossing walking dead franchise .. so its obvious that there will be season 2:-)

she hates violence and wants to prove that bigby is changed to everyone .... so i am sure that she will ask us to leave the killer
