Have you ever seen the teeth of african kids? They are white as hell and I doub they brush their teeth.

It was a badly executed joke.
All tooth decay begins with a little mouth-dwelling germ called mutans streptococcus. These germs feeds on sugar and starches that accumulate in the mouth. Eating foods that are heavily sugared leave behind lots of remnants for bacteria to feast on. And it happens in a hurry. Within about 20 seconds of consuming a sugary snack, bacteria have already covered it in acid, which hangs around for up to a half-hour. For all those TL: DR : It mostly depends on what you eat and how you eat.
In the situation of thr zombie apocalypse, Humans rarely eat sugary foods, so, their teeth won't decay. Hence why their teeth is white and pretty much healthy. Pretty much like animals, Let's take a dog for example, dogs rarely eat sugary/sweet foods that's why they don't need to brush their teeth unlike we do.
Same reason everyone's lawns are mowed.

He's right, it's in their genetics. Their teeth are so white because when slavery was legal, traders around the world would force them to have good teeth hygiene so they'll worth more, it passed from father to child.
