Could be for various reasons. Maybe explaining to her that he needs everyone to defend that section of area that he's carved out (pun not intended), or to show her that running isn't an option since there are walkers in all directions. I personally like to think he took her up there to tell her to behave or he'll be forced do hurt her group members. Carver will quickly realize, if he hasn't already with their first encounter, that Clementine is clever and resourceful. If he can keep her around long enough he can mold Clementine into what he wants.
Hm, I don't know. WE as the players would know what Carver is up too. I personally think that he's trying to make her feel comfortable after what he did. Something like "I'm sorry that I killed Alvin and Walter, and I'm also sorry that you had to watch me kill that man." I think Carver has a soft side with children.
