why would clem need both the ladder and the rope?

in the trailer you can see her using both te ladder and the rope to get to the roof of the building.

why do you think she need both?

    Maybe the ladder is unstable or everyone forgot how to climb one.

    Maybe Carver took away the ladder so nobody could sneak around so they used a rope.

    Maybe its a choose in the game pick the rope or the ladder one works better then they other.

    I'm assuming it's a collapsible ladder, Carver wouldn't make it that easy to escape. I'm guessing she takes the rope up until she can reach the ladder, then climbs onto the ladder cause it's easier and faster.
