I checked it out and you're right, they weren't spirits, they were Magic Anomalies. It's the quest 'Containment', here's a link in case you're interested: elderscrolls.wikia.com/wiki/Containment

To be fair, all of the Thalmor are complete gits. Can you even be on friendly terms with them, to stop them randomly attack you?
