Carver is probably the most evil in terms. Crawford is something similar, after that it would be the St. Johns. Bandits of course after them and less evil probably Stranger.
Carver was the most intimidating, IMO. And when it comes down to it, probably the most 'evil.'
I don't really consider the Stranger a v… moreillain.
The St. John's were definitely a little fucked up. I honestly don't know if I'd put them above Carver or not. Danny maybe.
Carver was the worst, I think. He had the resources of an entire community behind him, and used his own private militia to kill and destroy anyone he deemed a target. A lot of people would be alive if it weren't for him.
He's followed by the St. Johns. They chopped people up and ate them, then sold what they couldn't eat to a group of drug addicted outlaws living in the woods. Just behind the St. Johns is said outlaws, the Save Lots bandits, who raped and murdered their way through the apocalypse until Lee set them in their place, that place being six feet beneath the ground.
Then comes Nate. He enjoys the apocalypse and thinks no more of killing human beings than he would an insect. We haven't seen him do anything as bad as the other three I listed, so he's last on the list of evilness. He's my second favorite though, right behind Carver.
Isn't it funny how before episode 3 people assumed Carver wasn't that bad but now most of us agree he's even worst than the St. Johns? I see where the cannibals were coming from better than carver
INTRO: Here's my ranking: 1 being the most innocent of the Evil's and 9 being the baddest of them all. This is my personal opinion of course.

EDIT: I switched Troy's position and added Winston.
EDIT 2: I moved the "EDIT" section to the top where it is now from the bottom where it was previously and added an extra line to the Intro.
EDIT 3: Fixed a typo on the Intro and added a "NOTE" section as well as renamed the "First line" to "INTRO" as well as replacing every "First Line" with "INTRO".
EDIT 4: Added Crawford.

NOTE: Ugh, I hate receiving so many dislikes for things I actually put effort into. I actually had to think this out and write out multiple paragraphs. Well, I guess everybody is entitled to their own opinion, but feel free to post your opinion on why you disagree with me as a reply. I'm curious to know.
------------------------------------------------------------------------------------------------------------------------------------------------------------------------
1. The Walkers - These foul demons are always hungry. Nuff' said. Though, it's completely out of their control, so it's not their fault.
2. Stranger - He's not even evil, he just wants revenge, plus the death of his family has brought him lower in this crazy world, so his intentions are completely understandable. Seeking revenge doesn't make you a bad person IMO.
3. Troy - This guy is a complete douche, but I love him for it! He is a strong survivor who is loyal to those he follows (Which would be Carver). Loyalty is needed for the ZA, along with trust and Carver pretty much trusts him. If he was on Clem's side, everybody would be counting on him mainly because of how loyal he can be. Hitting Clem isn't nothing bad, he just has to teach her a lesson. (Now before people say "Hitting girls and children is bad no matter what", Lemme tell you why that's not true. Remember what Chuck said? "You ain't little, you ain't a girl, you ain't a boy, you ain't smart, you're ALIVE". That is a very good point he made, and I simply apply that to things other than just training and standard survival. I apply that to violence as well. Looking at the whole picture, humans are all the same, it doesn't matter what age, gender, race you are, you're still a human and you will still get what's coming to you) Troy is strong enough to do the things like this while most simply cannot (Which would be the weaker people). Troy isn't bad, but is a major dick, that's for damn sure.
4. St. John's Brothers - I liked Andy, Didn't like Danny. I don't think they were evil though, I mean is Cannibalism so bad? Sure they unnecessarily killed Mark, but that's about the only bad thing I could think of that they've done.
5. Crawford - They were just thinking about survival, which is a good thing, but were doing it wrong. I understand old people can get in the way and children are very annoying, but you're gonna need children if you want to survive for a long time, generation after generation. Like, people need to fuck and make more children or every last one of them is gonna die out. They had a good plan, it was just executed poorly. I wouldn't consider Crawford to be bad, but just made a mistake in the way things went. I can understand the elderly and sick people though, they need to go.
6. Winston - He didn't even hesitate to hold Christa at gun point just so he can get info from her. He would have probably used that info to go raid and possibly kill the rest of her group if she had one, but she only had Clem. Winston didn't try to kill Clem, but rather capture her, but the game over scenes says otherwise.
7. Bandits - Can be dicks, but seem like a strong group of survivors, both mentally and physically. What I mean by that, is they look and sound like the type of people who would kill with ease if necessary, and that's the type of people stronger groups need. I'm not talking about killing innocent people, but rather killing people when the time calls for it (Killing a bitten fella, killing a threat, etc.) Any normal person would hesitate and probably end up getting themselves killed but no these hardcore bastards.
8. Carver - He sets his own rules, and that's good because people need to follow rules or else they'd just be reckless. Carver is rather smart, and he makes a fuck ton of good points throughout the conversation with Clem (And the whole episode for that matter). People like Reggie ARE mentally weak, and what he sees in Clem is not weakness at all. He can beat people, that should teach them a lesson for not listening to him, but killing? Eh, yet again, he unnecessarily kills. I think he just wants to let out all of his rage though and most of it is uncontrollable in the given situation (Who knows how much of it he has built up inside of him) I think he should hit people, beat em, smack em (Whatever it may be) to teach them to be stronger. (Punish them) because the way I see it, what he is doing WILL help people survive in the long run, but there are a lot of weak people in Clem's group that can't handle that. Regardless, I can understand how he can be considered a bad person, I just think he's someone who is damaged, possibly broken and has been through a lot (And it's all gotten to him and built up inside of him). Though, I suppose he can lower the violence a little, but I also suppose that he had reasons for going as far as he did, especially with Kenny.
9. Nate - Well, he's crazy. He kills people because it's fun, he puts Russell in danger for his own entertainment and doesn't give a shit what people think of him (An example would be when he asks Russell how big the girl's boobs were.) His sense of humor is funny, and the way he handles things are great. He is probably the strongest survivor on this list, meaning he can, and will kill people for his needs (Which would be for food and supplies) but even then he just kills for the hell of it. He can be considered a bad person.
