After the Carver incident.
Where would you go?
What would you do?
I would try to find a small town close by, and hold-up in the police station, as it is probably the most secure place in the entire area.
And there's a good chance it could still have weapons.
And stay there until Rebecca's kid was born.
In the meantime, I'd journey back to Carver's camp and try to bring back some vehicles, as well as whatever supplies would still be there.
And continue to try to stay at the police station for as long as at least a month.
After that, my next move would be to drive back to the lodge.
And this time try to make it more defensible.
For starters I'd build a palisade wall around the lodge itself, and later extend it to encompass the windmills as well.
After that I'd build a watchtower.
Afterward start digging a well for fresh water.
Later start planting a garden.
And using a map from the police station, I'd also travel out to other towns in the area, and start bringing supplies back from them.
In my opinion, the lodge is a good place to settle.
It's fairly isolated, it's got a lot of comfortable living space, the windmills are a God-sent.
Not to mention, it'd be a good place for Clementine, Sarah, and Rebecca's kid to grow up.
I think, with a little ingenuity and hard work, that place could be a permanent place to settle.

Though, you make a good point. I doubt Rebecca could keep the same sleepless pace Luke did. And I doubt Luke could do that again.
