The few times she shoots, it's always a headshot.
Such as when saving Molly. or Lee.
Molly's save was the most impressive, since she was moving around so much.
In Season two she can headshot at least 4 walkers walking towards her at the end of EP2, and in EP3 she determinantly shoots Carver in the face WHILE dangling backwards with one hand, if Alvin didn't pick up the gun.
Andr-... oh, right, game. Probably Carley. Clem herself has done some crazy shots though, as others have mentioned. With more practice she'd probably be the best (as long as she sticks to handguns).
Carley is defitnetly a good shot. I feel Lilly was as well (She did save the group during Episode 3). Clementine is a great shot. Christa isn't that bad (Her shot on Michelle is somewhat impressive, she barely paid attention).
Carlos was pretty good (Saved Clementine), Nick and Pete weren't that great, and we don't know how Luke's shooting is. Kenny wasn't that bad of a shot. Hmm...Rebecca we haven't seen shoot, Bonnie seems average. Sarita seemed okay though we didn't really get to see how her shooting is, she seemed better at melee.
I presume Matthew would be average but I guess similair to Sarita he'd be better at melee (due to being given the knife).

we haven't seen him shoot much, but i think pete is, i don't know if his occupation was confirmed but he looked like a hunting kinda guy or a guy who was in some sort of army stuff

Well, actually she can't. It seems like the first shot hitting any of those walkers is not supposed to hit the head, but the second one is, and six shots are fired before she runs out of bullets. I think? So technically while you might be able to aim accurately with the mouse, she can't.

Clementine obviously. Did you see how she one handedly SHOT CARVER IN THE FACE while hanging off a ledge? That was badass!
I would say Clementine but she actually kind of failed a bit in Episode two... but that may just be because of my bad shooting skills.

Nick can shoot a guy in the throat from a long distance, even with people are waving their arm and yelling , to distract him.
Carley comes to mind first, then probably Lee.

Yeah, she can kill at least four of them, if you're patient enough to aim accurately at the ones that are getting closer, in the right order.
That if you don't count the first one before she changes covers. That would make it five walker kills for what, 7 bullets?

Clementine could probably shoot a rifle if someone taught her correctly. I've seen kids smaller than her shoot rifles accurately
It's actually easier to shoot a gun with one eye since you don't have to close the other to look down the sight
