I actually had to say Luke. I know Lee can manage and protect and all, but he's the PC. So some guy who's an a-hole can make him senseless and unforgiving.
As for Luke, I think he's a strong leader and good thinker who'll go the distance to protect his people. He knew what he was getting into when he went to rescue to the group from Carver.
Lee all the time. I think he is a combination of all of those people we met thus far. Or these people are (were) carries (carried) shattered personalities of Lee Everett. (Except Clementine. She carries %100 of his charateristic personality.) It's up to you. (Some of them are determinant depending on how you played as him.)
*He's like Pete. He appears to act as a moral compass for his group. He also appears to be much wiser and more perceptive of things than the others. He seems very capable of reading people (in his words, possesses a good "bullshit detector") He can be able to remain calm under pressure just like Pete.
He's like Walter. He's not believing this world is over.
He's like Luke. No matter what happens, he tries his best to maintain his humanity. Strategy and plan always comes first. Always waits for an openinig before attacking directly.
He's like Carlos. He's so urban-protective to people he cares about. Especially to Clementine.
He's like Omid. He's not some type of person thinks like ''We're gonna survive that's all.'' He has sense of humor. He tries his best to make people calm for a while.
He's like Christa. He's not trusting the outsiders easily.
He's like Molly. He knows the advantage of opportunities at hand.
He's like Kenny. If there's no other choice, no going back. No more hiding. Just keep moving.
He's like Roman. If someone threatens or betray his family or group, he's not giving second chances.
He's like Chuck. He can detect people's mistake and lead them to right way easily.

Vernon managed to survive with a group of "outlaws" (Crawford) during a while.
Carver led a large communoty and offered food and protection to his people.
So why not ?

Lee Everett. With a powerful voice, charisma, and besides Clem, the most level-headed leader (determinant), anyone would be lucky to have him as a group leader. But that voice though.
"Put the gun down, bitch!", "I'd fill that tea cup with some bourbon if I could", and "Hmm... pointy". Lee is the boss.
"And you, keep an eye on that front door. You're our lookout."
"Okay Carley, you'll shift in with Doug when he needs it. For now, get some rest. You're a good shot, and I'd like to keep it that way."
Carley: "You got it boss."
I also think he started to take charge a little bit when Lilly was depressed and couldn't really be a leader anymore in EP3, he would've been the one to choose who got on the boat if Vernon didn't steal it and he could've possibly lead the Moonstar Lodge group. (Walt: "Matthew and I barely knew what to do around here the first week. But Kenny, he never slows down.")
Actually, you were more than 100 peoples who voted so thank you Big up to the ones who explained in few words why
Out Lee (first with 51%) and Clem (second with 17%), it's Kenny who earn your trust (with 10%), then Luke (9%), then Lily(7%), Christa, Vernon and Carver (2%), Walter one vote and finally Crawford with ZERO
" However, Carver seemed to be a very respected leader in his group, and his community survived for a long time so he must have been pretty good. "
I think Reaggie and the cabin group would disagree...
He took charge then because Lilly had to look after her father.
If you can offer an example where Kenny takes control of the group and Lilly isn't incapacitated, I would be more inclined to change my mind, but if not then I remain resolute

Kenny: "There's only two of em! We need to make a stand."
Lilly: "NO! We have a routine. We don't confront them if we don't have to."
Kenny points gun at Andy and Danny "That's far enough!"
He was also the one to suggest to nab up the stuff in the station wagon, which the majority of the group agreed with. Lilly does so reluctantly, Lee either agrees or doesn't take, Clem either reluctantly takes or doesn't take. Rest of the group agreed with taking.
And, although very controversial, he did technically "take charge" in the Meat Locker...

You know what? I'll vote for Roman too. Sometimes Dome, I think you and I are the only ones that don't hate him. I thought he was a pretty decent person and leader and stayed with him during Shel's story.
Lee of course. I LOVE Kenny as a person, but he's not thinking things through most of the times (or always?)
Lilly is a good leader, but I'm not on the same page with her, that's why I don't really like her. She's too cold.

It wasn't Ben's fault it was the writers!
Is he like Carver ?
Sorry about that. Not sure what I was thinkin'.
Who the hell voted for Vernon and Carver? xD
Vernon managed to survive with a group of "outlaws" (Crawford) during a while.
Carver led a large communoty and offered food and protection to his people.
So why not ?
Over Lee, though? Eh, I guess ._.
Should have added Vince XD
BEN AND NICK AREN'T A CHOICE? HELL, I AIN'T GONNA VOTE NOW.
Chet was the best leader.
Ben or Nick ?
You underestimated Maybelle
Remember when he saw Tavia smoking ? He returned to hi master to report what he saws. Leader definitly not !

Where is Clyde?

Yes where is he ?
Of course they would.
The fact that people he didn't trust don't like him doesn't make him an unsuccessful leader.
He took charge then because Lilly had to look after her father.

No, the fact that he kills people that he dosn't like and forces people to join his community aka slave working makes him a bad leader!

Lee was the best, ( RIP).
Lee, in my play-through, was calm, level-headed, tactful, and reasonable.
I'd say Kenny is also a good leader.
He's smart, good with his hands, tenacious, and resourceful.
this was no competition if lee was in it lol
I love how Crawford has nothing XD (so far...)
