Why Cindy's role is cut?

I know she has a model, but is there any evidence that she was going to play an important role?

Good question. I don't have the actual answer, of course, but I have a few guesses. Maybe they wanted to keep focusing on the Bigby/Snow dynamic. If they brought Cindy in, then it would only make sense for her to have a very big role and to be working very closely with Bigby. Maybe they felt like that would break up the duo that they've already established.
Or maybe it would have posed some continuity issues with the Cinderella Libertine storyline. They're trying to keep it canon. So, if Cindy was working with Bigby to uncover the Crooked Man's scheme, then at the very least the Crooked gang would know that Cinderella wasn't just some socialite that owned a shoe store. Her cover would be blown as far as they were concerned. And they have Ichabod in their back pocket, so maybe it wouldn't be as believable that years later Cindy is able to get Ichabod to trust her while she's working undercover.
Just a couple of thoughts. I could be wrong about either of those, though. And, there's still the chance that she may make an appearance in the 5th episode. But, it does seem like their original idea was for her to appear possibly as early as the second episode.

She is a real badass.I really want her to make a cameo somehow though it's unlikely.
They are probably saving her for the next season. Or maybe they did not want to overcomplicate this season and just wanted to get it over with quickly.
I think they are saving Cindy for the last episode and near the end, after the criminals die it will be safe for her to get the job of spying on Crane.
She was in the first preview for the second episode standing in the background of the pudding and pie with Nerissa and another older chick.
I'm hoping she'll play a bigger part in season 2... I'm also hoping there IS a season 2
