Rick didnt kill Negan because morality can save humanity, if you're trying to rebuild society that is. Rick did just that, and meanwhile Clem is trying to survive with a group of ingrate idiots. Rick imprisoned Negan instead of a public execution, which will surely bite him back, but still its one of the tough decisions a weaker leader couldnt make. So in the end, Jane is right, some folks in the current group are dead weight but that doesnt mean we should let everyone die. Also, if Kenny shot Carver in the kneecaps and left, i doubt he would've tried to capture them again. I mean they lost Bonnie, Troy, Thatrandomguywiththeradiowhogetsshotbyalvin(determinant) and a herd of walkers is devouring their expansion project. They have to waste tons of ammo to kill them and waste a lot of time to fix this whole mess. If i were the leader of a place like that and my kneecaps were saltlicked i wouldnt chase some lady just so i can get my baby back FOR THE SECOND TIME.
I agree with what your saying, and i understand how Kenny shooting him was needed so he didnt follow us, but we would have had him hostage a… morend kept him as prisoner if we followed lukes advice, thats a lot less safe but its more humane, not like i really care if anything humanes in the moment anyways though, my first playthrough of ep 2 i told Kenny to keep shooting regardless of who he had hostage, and in my first playthrough of ep 3 i went full barbarian and wanted to kill carver and when kenny shot him i got the crowbar i clapped and cheered and then when i played the second time i noticed how upset everyone else was about it
When Luke was hesitant to kill Carver, it made me see him as weak.

How much more grief would they have to suffer to get away from him forever? Yet Luke protests at the idea of killing this man so completely devoid of redeeming features, despite all the danger it would put them in to leave him alive?
Under such circumstances, you have to be impossibly naive to think there's anything else to do except finish him. Even the most soft-hearted Lee reached a point where he must have understood there was nothing else to be done about the stranger except to kill him, and the stranger was considerably more sympathetic and considerably less dangerous than Carver.
