My guess is that the characters who did NOT go with Tavia are the characters who formed this group we're seeing in this episode. Since Vince shows up in the Amid The Ruins banner (determinately) I don't think it's completely impossible. Plus we'll very likely see Eddie again.
Maybe its someone from the 400 Days group that either went to Carver's group and escaped or didn't go to his group and he/she is just coming across you.
