Easily, he hasn't been confirmed dead and i don't think Telltale would make the water choice not matter at all

Could be but i don't think so, Victor was really injured, even if he survived i don't think he would have been capable of catching up with the group, in the picture there is a little a fence so they probably found a house or something and a random guy and his group are protecting it? Everyone is pointing at someone so there are more than 1 people. I thought it was Victor too and honestly i would love if he is so we could know something about Christa.
I hope that with whatever choice you make he still survives somehow so if he returns he'd treat Clem differently depending on what you did. So if you refused him water he hates you and if you gave it to him he treats you a little nicer.
I don't think they would have made him determinant, like MrAppleJuice said it probably changes how he treats you

and the walkers are really strong, they can mange getting over the river. Your theory is bs and it is just like saying Lee is alive, I actually think Lee looked better than victor when he died, Lee could atleast talk.

people are so desperate cuz they wan their "decisions" to matter too much. no this guy is not coming back he is dead. he was shot to shit, you refused to give him water (depending), and was surrounded by walkers. " well Kenny survive, we didn't see him die" now it not the same and is pretty much impossible. Kenny got caught in a place that we couldn't see if it was more large than we could eve see or it had more light or more places to escape, that other character situation he was shot multiple times, bleeding out, couldn't even move and was surrounded by walkers. again how could have he survive?????
