It doesn't look like any of the 400 Days Characters. It could be someone from Carvers Camp, the new character Arvo, or a completely new character.

Yeah, and according to Google it's a male Finnish or Estonian name. Never met or heard of an Arvo myself. With that meaning, hopefully this Arvo character will be a friend then.

I'm guessing he had the brace since before the ZA. Having it put on afterwards would be all heaps of trouble probably. If that's the case, this guy must be either pretty tough to have survived so long without being able to run properly, or he had a group looking out for him. Or maybe both. If he had a group, where's his group now? Maybe they make an appearance later in the snow, or maybe he's with some of the 400 days peeps?
In the trailer, he takes a second to look left and right before proceeding into the building. Maybe he's sensed Clem's presence, and feels someone watching him? Or maybe he's about to go into a building with some precious resources in it? Or maybe he's just super-paranoid?
Still, you shouldn't discuss leaked choices for the fourth episode.

Just so you know since your post, I haven't mentioned leaked choices in my other posts. Probably not a guy who's going to last long. Telltale's introduced enough new characters on top of the old ones in episode 3 already; any more additions, and we'll officially be in SPIDER-MAN 3 territory, where the writer is having to juggle too many plot threads at once.
One more character won't hurt. Especially cause we'll probably lose a quite a few people
