In the first image she probably still has her arm (remember you can cut her right arm, not her left) because she's so pale: she looks like she's dying from the zombie fever, not just injury.
Maybe there's a time skip between the second and the first image.

He didn't die because the blood. Carlos bumped into walkers and they fell on him. And chopping off Sarita's arm is very risky, if the bleeding can be stopped, and Sarita can stop screaming, maybe she can make it.
Got shot in the neck, his scream was lighter than Sarita, and apparently the blood still attracted walkers.
My point is, how can Sarita make it out of the herd with her arm chopped off if Carlos did not?

In the "Sarita without arm" picture we can see the arm which Clementine can chop, that being her right arm, still intact.
On the other hand, pardon the pun, the "Sarita with arm" picture has her supposedly choppable arm concealed.
It is most likely the same scenario with updated textures on Sarita.

What happened first was that a stray bullet hit Carlos.
Same as in the first image although it is not shown as clearly as the second.
I think our decision may not matter and Sarita will still say goodbye to Kenny?
What happened to Carlos the short version
Jane tells everyone not to talk, as it can draw the walkers attention
Carlos talks to Sarah trying to keep her calm, walkers start to turn towards him and follow him with their heads
Carlos gets short and screams,they might have thought the smell of human blood was from a recent walker kill, but he already had their attention
Carlos bumps into walker who was watching him already, walker then realises he's human
Carlos gets eaten.
So it actually started from Carlos talking, not from the bullet or the blood, that just made it worse.

It wouldn't be the first time Telltale makes a supposedly good decision turn out to be the worst one, or vice-versa.
Going with Tavia at the end of 400 days and stealing the watch at the cabin for example...
