Nah, I don't think it's Walter's model nor the cop's. Reason : Well, Walter was a bit, I don't know, fatter (not meant in an offensive way). And the cop was wearing something else and looked slightly different, so no, it's neither one of them.
i think it's just the face obviously they had to change the model around to make it look exactly like them.
Still, the face looks nothing like Walter, may be the cop's face though.
I think it is just reused models. i think if it was they woulda made a deal about it

I was just thinking the same thing there.
Whenever a Walker actually looks like a person (Like the walker Jane uses to escape) and isn't just one of the ten models they use, I always kind of assume they're based on a real person, like Brie and the walkers during Lee's rampage to the hotel.
mm i dunno logan had a lot of a thinner beard and hair than the walker in the picture
