Okay so I have a brilliant idea ::Sarcasm on brilliant:: , So, I think that maybe Arvo was doing something for their group, because he's a scrawny teenager with a leg brace, no one would generally care too much if they saw him meandering about, and maybe Jane ran into him again, and used our group for cover, and stole the meds after she had left. Honestly, he doesn't seem like one to look for trouble, and if you look at the translation him and Maude (His older sister???) are kinda like Hold up once they find out they have a kid. Then again, I could be completely wrong. Whatever.

Arvo (coming closer): "Can you hear me?"
His mates come out.
The guy next to Arvo: "This is them?"
Arvo: "It's them."
Other guy who apparently doesn't speak Russian very well: "Tell them to put their weapons on the ground and that we are taking everything they have."
Arvo: "What do you want me to take from them?"
Other guy: "How should I know?! They'll have something. May be they have ammo."
Some other guy: "Arvo, tell them to lower their weapons."
Someone else: "There's too many of them!"
Arvo sees the baby
Buddy next to Arvo: "Arvo, what's going on?"
Arvo: "They have a little baby!"
In the end someone, Arvo screams: "Buriko, Buriko, stop! Lower the weapon! You don't have to do this! Don't shoot! I don't want to die!"
This bugged the heck out of me, as well. It bothered me because there was no dialogue choice for "I didn't steal from you!"--the best you could do was blame Jane for it. I don't know...I definitely got the impression for some reason he was talking about the medicine, but maybe he was talking about the gun. Either way, something about the way the scene was presented made it feel like a bug, where it didn't properly register the decision I had made earlier.

Why not just have Arvo want to rob everyone but Clementine, and have Clementine stick by the group. Arvo then gets frustrated, and decides to rob them all.
Because his group is telling him to rob everyone. No point in not stealing from the child in case you get something useful. Also, Arvo does not look like he's in control of the situation.

I personally found it more weird that you could actually try to bargain with Arvo and offer him twice of what you stole. Obviously the group has nothing themselves, no food, no meds, almost no ammo, but you could still make that offer. It gets decline with "no, we take everything", but still.
