Why does Kenny still blame Clementine for Sarita's death if she didn't cut her arm off? He never provides any reasoning as to why it's Clementine's fault and it seems as though he's just trying to put it on somebody, and acting extremely irrationally.

Because she was closest to her at the moment. Plus he didn't want to lose somebody else.
Because he's an asshole.
Because hes a dick
Because anger is one of the stages of grief, and he was grieving for Sarita at that moment. She was on her way out, and he knew that. It doesn't make what he said okay, just understandable.
God dammit, Sarita. Can't do a simple fuckin' patch job without me here crackin' the whip?
It's quite in character for Kenny to unfairly place blame and find fault in other people, because he simply can't handle the notion that he's to blame or he's the one who made a mistake.
Because as always, he bames other people for his mistakes.
He was the one that was pushing to get the walkers attack the camp.
And when Sarita got bitten, where was he? If I was in that situation, I sure as hell would stay close to the people I care about. Not Kenny it seems.
Heck, later in the tent, he blames "the world" for beating him. Still not taking any responsibility for his own actions.
Because Sarah wasn't around to blame.
because he is Kenny.
because 80% of people chose to cut the arm off so they figured they could just have the same reaction for both choices
Yeah, talking about laziness from the writters.
