It could possibly determine where characters feel they should lay blame? No matter who shoots, its their bullet that shocks the Russian group into shooting back so I could see someone losing their cool for a bit.
It could mean the man who shoots first (forgot his name) will fire near you first or near Kenny first. Or if you just straight up shoot Rebecca, when the survivors of the shoot out have time, they'll question why you did it, and if Kenny shoots her (and he survives plz do Kenneth) then you can vouch for Kenny she did indeed turn.

If Kenny shoots Rebecca he may lose his position in the shootout, It distracted him for that split second to get shot.. So I shot her.. I'd rather get blamed by Luke then Kenny get blamed by Luke.. that would just lead toward more fighting between them and Kenny at a risk of snapping.. we dont want that.
I don't rightly know, I hope they do something with it. I really hope someone talks about it. I could picture it coming up in conversation with Luke.
