My theory on how The 400 Days People can come back
Whoever went with Tavia, they find Carver's dead body and want to get revenge for killing their leader and for overrunning their camp with zombies, they track down Clem's group and then Bonnie and/or Clem will convince them that Carver was a horrible person. Tavia dies because she wanted vengeance for killing Carver, whoever stayed at the camp finds Eddie and they head for Wellington, Clem's group finds them and then they join them on the search for Wellington. This opens new plot indgredients like the Clem/Becca rivalry that everybody wants.

I actually don't mind if we don't see any of them again. It seems like the focus on them was just for the DLC. But this is a pretty good theory.

It could work I suppose, especially with Bonnie around. Still, at this point I'm more tempted to believe we might only see the characters who did not go with Tavia, mainly because I find it highly unlikely that anyone at the camp survived the herd.
We'll just have to wait and see.
If that's true, then all of them are dead in my game.
