No offense, but bad question. The stranger and Carver weren't a team, they had nothing to do with each other.
Bloody Mary was a minion (and I'm still convinced she was inspired by the T-1000), the stranger was a villain in so much as his existence was unexpected. He didn't calculate, he wasn't faced, he was just somebody who lost it and had to be dealt with in the end.
I have a heart to discount Carver simply because there was such a change (I felt) between episode 2 and 3. To be honest, The Crooked Man let himself far more exposed than he should. A wise and calculating villain leaves no options available (IE killing him in the steel yard).
The only comparable aspect is the extent they were letdowns as villains, in which case, I feel the stranger is supreme as he was the least expected and with the least expectations - simply a loose thread that came unraveled.

Well the stranger and Carver are not a team, Bloody Mary was cool but she was a pawn not the main antagonist, the Stranger just , we didn't see him till episode 5, Carver was a badass but was a rip off of the Governor at the same time, and the Crooked Man was cool but his deaths were a little weak(Determinant) And he just seemed to Lead Bigby right to him, idk no villain is perfect and each has strengths and weaknesses...

Bloody Mary was threatening, was someone you wanted to beat or kill. You knew she was bad the moment she stepped up and she had attitude. She mocked you, belittled you, stepped on you, shot you, threatened Snow, and was in all honesty entertaining even if she was bad. She'd enter a room and there'd be this serious atmosphere. Getting Dum/Dee to shake in his shoes over getting her name right was just the start.
Stranger was interesting. He popped out of nowhere, had mystery behind him for a bit, and his goals were vague and unknowable. If Lee hadn't saved Clem, that could've been a main focus of a Season 2. He recalled your actions throughout the series, and did his best to push onto Lee his belief. He was insane, but only indirectly because of your actions. He was a moral foil to whatever your Lee had done, and created an eerie feeling. That awkward silence as he sat Lee down to talk was incredible.
Carver honestly had extreme potential. He enters a cabin, interrogates Clem, tosses a remark about chess strategy which is a symbolic/media sign of intelligence, and managed to take over a well-fortified position, even sending Bonnie to scout. If Kenny hadn't shot one of his men? The entire operation could've happened without any loss of manpower. Carver's hostage situation was extremely well-handled as well, The fact he could hit Clem and use her as a hostage? Implied he was ruthless and his morals were questionable when he set his goals. There was even the mistrust he planted about the Cabin Group.
Episode 3 strolled along and made him herp derp into a brutal psycho. He could've been portrayed in such a different manner, and could've gotten so much farther than that Social Darwin crap he tried to feed the player.
The Crooked Man was interesting but it took too long to get to him. He is shrewd though, and an extremely good talker. But his ego undermined his success, and I wish there had been more to him. Maybe a vendetta? Maybe something pushing him to do the deeds he did? Just seemed like he was the Evil Lynchpin for the benefits of the job, nothing more, nothing less. Faith/Nerissa and Lily's deaths did add a smudge of depth to his demeanor, but even that's speculative.
If you take Carver's intelligence (from Episode 2), Bloody Mary's enjoyment in ruthlessness, the Crooked Man's silver tongue, and the Stranger's ability to hark on a player's actions? Would be one hell of villain.
