Carver if we only consider episode 2, but the Crooked Man is overall a better villain. I loved the fact that he actually had a few points to justify his actions, and I found him pretty convincing, despite knowing he was a cold, calculating vulture. Plus, he had an awesome crew, especially Mary.

It is very easy: making money by exploiting the poor and disenfranchised Fables by providing them cheap illegal glamours and giving them loans the Fabletown government couldn't provide them so they can buy them, and make the interest rates very high so they have no chance of getting out of the vicious circle.

Crooked Man, he had that mystery behind him, TWAU had that great built-up to him. Carver had that mystery too, until Ep3, when he turned into this one dimensional dickhole, and died.

I enjoy manipulative chess-master antagonists more than bluntly violent ones; and the dynamic of the Crooked Man's crew and their loyalty to him had a bit more depth than Carver's people simply trying to deny that he was a psycho.

Would even help out in the court case saying he went in peacefully. As for the shooting why didn't he give everyone a gun with silver bullets he had a lot as it shows. We both know Bloody Mary and Tweedle Dee would have no problem shooting at you. It just feels like his play kept changing like he works on improv not on carefully planning everything. I Liked how he always stayed calm and collected, even when you hit him before you decide his fate he takes it as a victory.

Both villains suffered from having a huge build up only for their actual presence to last one episode before they got owned by our lovely protagonists.
Definitely Carver. The Crooked Man was your average slimy, lying crime lord. Carver, although he does share some similarities with The Governor, was much more unique in comparison. He had a much better personality (in my opinion), he was actually intimidating, and his voice was awesome.

Bloody Mary was a unique villian to me. She had that really crazy feeling, and was really true to her name in personality. I loved that she had a bloodlust sense.

I just felt if he really wanted to talk his way out of it he would've come up with a better plan. He knew Bigby found out about his plan, so he was definitely going to bring him in to. He should of said fine take us both in, and have Bloody Mary kill Georgie walking out, but making it look like she was trying to kill Bigby but she missed and killed Georgie by mistake. That way Georgie can't rat him out and if Bigby says "You had him killed." The Crooked Man would say "No, Bloody Mary did that, and it was only an accident." I mean he saw all this coming so I don't see how he couldn't of planned this. And if he did that then Vivian wouldn't be dead and Nerissa wouldn't of won the crowd for you, and if vivian did kill herself he'd have some guy looking after the strippers/hookers so they don't rat. Or there is a 3rd party involved and it was trying to see what Bigby would do and they told The Crooked Man what to do. Thus the 3rd party being the focus of the next game, but that's just a guess.

The crooked man I don't feel the same way for, yes he did help them but like Carver the sacrifice to have or be in a better situation was being a slave kept under lock. Now that ive styped it, maybe crooked man was worser or just more cunning
Ppl in walking dead literally have to survive and have much harsher conditions
Ppl in the fable world could have alternative choices or stayed out of the muck in general with the crooked man but needed financial support.
