He need to keep that baby safe
He will do everything to keep the baby safe even when it comes to clem he will not hesitate to risk on Clem to protect the baby.
rebecca was in kenny's way to keep the baby for himself so he was happy to shoot her

It's a good thing he didn't hesitate, if he had, the baby would be walker chow. I really doubt that Kenny was thinking about keeping the baby for himself when he shot Rebecca, he was protecting a helpless baby.
Clem shot her without hesitation depending on your choice so...

It was a rash action either way, because the bald Russian guy didn't know Rebecca was dead and took advantage of the shock to start shooting.
