In the show, the gov wasn't bad at first. Other things made him bad. And Kenny wasn't that bad at first. Personally, to me, Kenny killing carver like that doesn't mean he's becoming a "bad person" its not like the governor were he ambushed the military and killed them all for no reason and took there stuff. Kenny didn't kill carver for no reason. He had a reason, a damn good one.
The Governor was a psychopath.
Psychopaths are unable to feel genuine empathy and regret, are highly manipulative, and show a complete disregard for the rights of others.
They are also cool, calm, and meticulous.
Any crimes committed by psychopaths is meticulously planned, often times having contingency plans attached to it.
The cause of psychopathy is believed to be genetics.
That there is a psychological defect, that results in an underdevelopment of the part of the brain that is responsible for impulse control and emotions.
Thus psychopaths learn how to mimic the emotions of others, despite their not being able to actually feel them.
Sometimes so well, that they are able to have families and other long-term relationships, without those around them ever suspecting their true nature.
Sociopathy, on the other hand, is most likely the result of childhood abuse.
And physical/emotional abuse.
Because sociopathy appears to be learned rather than innate behavior, sociopaths are capable of empathy in certain limited circumstances but not in others, and with a few individuals, but not others.
Sociopaths tend to be nervous and easily agitated.
They are often volatile and prone to emotional outbursts, including fits of rage.
It is difficult, but not impossible for sociopaths to form attachments to others, like a particular individual, or group.
Though they have little regard for society in general, or it's rules.
In the eyes of others, sociopaths are viewed as deeply disturbed individuals.
Any crimes committed by a sociopath, including murder, will often be haphazard and spontaneous, rather than planned.
Kenny seems to be beginng to fit the profile of a sociopath.
And considering all the emotional abuse he has suffered, having lost almost everyone he cares about, it's easy to see why.
Though the transformation has not become complete, as Kenny has shown himself to be genuinely empathetic and regretful.
As is evident in the death of Shawn Greene, his own son Duck, and Lee.
And even though Kenny isn't the most respectful person in the world, that does not make him a psychopath.
So no, Kenny will not become the Governor.
He can be a pirate.
I doubt Kenny would become a reincarnation of The Governor. Kenny has honor and quite clearly has a big heart. A good example is that even though he hated Ben, he did try to save him regardless.
If Kenny became the protagonist for Season 3 (not saying he will or I wish he were) I'd be game! He is a BADASS!

I actually think Kenny is closer to turning into Rick in all seriousness.
Loses wife and child
Loses body part to insane person who leads a group of survivors
Never trusts anyone and always wants to lead
Goes fucking nuts if anything or anyone he cares about is threatened in any way.
Both will kill anything that threatens their loved ones (smashing Larry's head/Rick chopping off woman's arm to save Carl)

Maybe....But I personally don't think so. Kenny is an interesting character because he tries to be a good guy, despite his flaws.
