Sarita was the least developed character.
The reason why she was the least developed character is we met her near the end of Episode 2 and she just didn't have any real input in any episode. In Episode 3 she wasn't even given any background information besides her being indian and knowing Kenny and loving him. The reason I knew she loved him was because she wasn't going to leave him when Luke suggested it. After that eventually she ends up dead.

A lot of characters had a lot of potential. But this season is focusing more on how Clementine is influenced by the zombie world...

She was a minor character. She's doesn't need much development.

We're talking about Season 2 here, and honestly Molly was a better character, and Sarita is just a tool for Kenny's development.
Yeah but she could have been a little useful knowing she was with Kenny for a year and gave us background on what she's been through with Kenny.
That's my problem with Sarita, other than a couple of lines in episode 2, there's nothing to her background in episode 3 or 4.
One thing she might have been useful for was the song she was singing foreshadowing future events.
I kind of understand why they kill off characters and regard them as wasted potential. Everything can't go the way we want, everyone can't live just because they COULD or MIGHT have potential for the story, if characters die just like that, it shows how cruel the world they live in is, and that you truly can't save anyone from their fate, you can only prolong it.

Clementine actually barely has any development this season. Your decisions don't change her behavior.

IMO, most of the character in Season 2 weren't developed enough, thus resulting in me not caring about most of them.

He isn't right. Just because she's minor doesn't mean she should've been treated the way she was. We could've atleast had 1 good deep conversation with clem and sarita. I loved saritas character personally. And her little comments she made when clementine did something mean or small like call mike a jerk lol. Sad how it played off.

They used Sarita as a plot device, which was a shame. We never really got an actual conversation with her not about Kenny.

Well this isn't real life, this is a video game with a narrative and a story to be told and characters that contribute to said story. Killing off Sarita wasn't some super profound message that life is tough and shit just happens whether you like it or not. Sarita was fridged just for the sake of a boring overdone plot device for Kenny's man-pain and ~drama~. What you said is just a poor excuse for bad writing.
Yeah they used her as a decoy so Kenny can get pissed off and be more aggressive to clementine.
