The difference is that if people insult people in the forums rather than just down voting it's no longer anonymous, and it can be reported t… moreo moderators by clicking the flag button on the post.
We do respond to flags, and respect is the first rule of the forum guidelines so insults aren't tolerated. So, if you see someone insulting someone else, or if you're being insulted, please don't insult back, but use the flag function to let a moderator know and we'll deal with it.
Telltale staff is looking into removing the down votes, as the quote from Telltale's PR person puzzlebox states at the first post of this thread, so hopefully the down votes will be removed soon.

I have seen this a lot which i find rather annoying, i have also seen people say that they don't want to post their opinion due to the fear of being downvoted which shouldn't happen as people should be able to post what the want (within the rules) without that fear.
