He robbed us even if we didn't steal his stuff, he gives Clem death glares for the whole episode after she shoots his zombie sister no matter how kind she is to him, and he shoots her even if she hands her gun to Mike or wants to leave with them.
Probably, but doing so means incurring the wrath of his group, and this time for unjustifiable reasons. Ultimately, all of this is why I utterly hate the last bit of writing in episode 4 that Arvo does the same thing regardless of your choice, unless the implication is meant to be that Jane robbed him by stealing his gun and threatening him.
