Telltale was most likely making Arvo seem like someone who didn't get the big picture in Natasha's death, that's why he would shoot Clem, even though it would have been smart if you got a chance to tell him that she was bit, but that never happened. Honestly I feel like you're taking this whole "Russian" thing a bit too far, I highly doubt Telltale intended for it to look that way.
Yeah, it bothers me how this game had the chance to make Russians more sympathetic yet ultimately stuck to the American cliche of making them a bunch of untrustworthy weasels.

I couldn't care less about Kenny being "racist" to Arvo, he was just exclusively being an asshole to Arvo, who deserved it quite frankly. I never trusted the little shit. Russia's a country that's been through hell in the past and done more for the West than people … moregive it credit for (I'd say you guys are the reason the Germans surrendered after Hitler died). That still doesn't excuse racism. I may seem like I'm taking this too seriously, but in Australia, racism would be illegal if the line betwe… moreen it and freedom of speech wasn't so blurred. And racism is more or less condemned due to the violent history between the white settlers and the indigenous population, so I apologize if I seem like I'm overreacting, but here, racism is not okay, period (or full stop as we say here).
He does say speak American at one point but when they make it to the house, Kenny will yell at Arvo, blaming him for Lukes death and Arvo stays silent and then right before Kenny beats up Arvo he says "What? no speaka de english?!" and pushes him back causing Arvo to say "Fuck you" and get his ass beaten.
It was why he was bullying him, though... There's a whole bit where he pushes Arvo down and screams at him for not immediately understanding what he was saying. Granted, it may not be the only reason Kenny treats Arvo horribly, but it was definitely one of the main ones.
