If it's not fake, and it's true then at some point TTG considered/prepared storyline in which Luke could be saved, but at some point they changed it, there is a little hope...maybe (again).
Maybe this audio file is prepared for the 3rd season, or can be use in 3rd season where the protagonist is....(or will be)...Luke ?? And in first minutes of s3ep1 we would see how he was managed to get out of the lake by himself, or was rescued by somebody. Lost his conscious because of the low body temperature, someone saved him, took care of him, and by the time he got back by the lake, Clementine and the rest of the group was gone. So, maybe , just maybe, the 3rd season main storyline would be about Luke, trying to find Clementine... (this could also solve the "the issue" of how to start the 3rd season if there was 5 diffrent endings of the 2nd with different locations).
I know it's a crap... but somehow I like this theory, because I miss Luke too ... hope is last to die ..

I'm sure that 95% that Luke is alive. The reason why is that Luke's "death" is very similar to Kenny's "death" in season one of the walking dead. Both of their supposed death happened off screen and both tell the protagonist to not to try to save them. The only problem is that I'm 5% sure that I may be wrong because of the Cluke incident and wanting to put a end to it by killing off Luke.

Luke could've totally pulled himself up, he had one leg and both hands over.

Gavin Hammon confirmed that there never was the option to save him. All the cast members made sound files of them shivering, just in case they would be needed. This stuff is recorded before the episode is finished.
