It is Faith, it was never Nessa dressed as Faith it was Faith, it is Faiths ability to disguise herself not the mermaids. I hope you all got it. Stop playing devils advocate it was Faith. Bigby met Faith in the first episode and its been Faith all along.

The ending was left completely up for debate so technically both sides are right. I personally believe it is Faith though.
