I KNOW WHO THE RED HAIRED GUY IS!
I just wanted to put this out there..
In the comic book Fables (the graphic novel Wolf Among Us is based on) there is a story of a wooden soldier who wanted to be human because he fell in love with this woman wooden soldier. The evil side allows him to do this but at the cost of becoming spys for them within fabletown. Its hard to explain more without putting big spoilers out there, but he looks exactly like the character in the game and it would make sense that Snow is concerned in that scene about people listing and the walls having ears, almost as if she suspects him. ALSO IN THE COMICS THEY MENTIONED HE WAS A TAXI DRIVER!

The game happens BEFORE the comics so it's not him.
Apparently, that guy in the game is actually 'Cryer' (you know the boy who cried wolf), he's also mentioned in the comics and lives in the Woodlands building. Some people believe he was supposed to have a bigger role in the game and help Bigby along with Cinderella. I personally think his model was used in the game to represent other less important fable characters so they wouldn't have to create a whole bunch of models for the background.
But, nice find
Few people pay enough attention to be able to notice the things you did! 
He was set up in fable town as a spy before the comics as well.. hes been living their quite some time.. long enough to have a kid. Cryer is just a theory.. i feel like i have more evidence than that.

Small problem there Ellohime. The Wooden Soldier in question mentions the Wooden Soldier regiment that went missing after it went up against Fabletown. The Battle for Fabletown happens decades after the events of The Wolf Among Us.
Still good guesswork tho.
He was the boy who cried wolf and he was going to be Bigbys Depute but they scrapped it.
