  It depends on how much you have at that point. If you collect money from everywhere you go, I think you will still have enough to give to Toad at that scene.

  You can get money at these points in the game:

  • Ep. 1: Don't give your money to Faith.
  • Ep. 2: You can take Dee's/Woodsman's money during the interrogation. You can also steal a roll of money from Georgie's floor safe.
  • Ep. 3: If you search Crane's apartment first and find the envelope that proves he is embezzling money, you can take the money in the envelope. I'm not sure if you can take money from the Tweedle's Office if you go there first...
  • Ep. 4: When you search Crane's coat (either at the Lucky Pawn or the Cut Above, it doesn't matter) you can find a roll of money inside it which you can take.

  To give Toad the money; you have to go to the Lucky Pawn first and choose the dialogue options which lead to you offering to pay him later. I always took the money from Crane's coat to pay Toad cuz it is enough; at the Business Office you can give Toad the money for his glamours through a dialogue choice.

  It won't make a difference though as Snow still sends him and TJ to the Farm; he proclaims that he told Snow he had the cash but she refused to give him another chance... It doesn't matter what you do: Toad and TJ will ALWAYS end up going to the Farm in the end.

  In Tweedle's Office you can find a can with the letter from Crane to CM (the same letter you can find at Crane's apartment) and money, because Bigby has to uncover the embezzlement one way or another.
