An Idea for a villain

Very skinny and scrawny and considered a runt for his age.
Personality:
He enjoys watching snuff/porn films.... a little too much. He stalks and spies on girls and is labeled as a creep. He was born to a Russian Crime Boss along with his younger sister who he is horrible too and is the favorite. He likes to bully and harass the house help with racial and sexual slurs. He enjoys black mailing and making others cry. He will whine, lie and get people to feel sorry for him but can be brutal and do the sickest things when in power regardless of being afraid of one on one confrontation. He doesn't have any friends but has no care or empathy for anyone. He is a mix of Joffrey and Negan minus any honor dignity or compassion on any level wahtsoever

It wasn't he just looks closer to 17- 18
So? He may be 25 or even older for all we know, he just happens to look young.
Also, are there any Russians other than crime bosses/mafia members? Why does he necessarily have to be a son of a criminal (a stereotypical Russian criminal in the US, no less)?
You sound like an apologist. I didn't say all Russians were mob bosses. It wasn't meant as racism and you know it. But there is more to the sociopathic son of a mob boss or man with power. Ramsay Snow turned out interesting didn't he?

Almost every nationality has had mob ties in some way shape or form and the number of Russian crime groups are getting larger. And like him or not his character is pitch perfect and has worked for GOT thus far
Yeah, still a poor excuse to use a character with ties to Russian mafia or something, but it's just my opinion.

That depends on what is memorable in their cases. I remember Joffrey as a sadistic spoiled brat with too much power on his hands. But, I can agree that this caused him to kind of stand out, even if in a negative way.
Ramsay, on the other hand, is a guy who could give people like Ted Bundy, Jeffrey Dahmer and all the rest of 'em helpful tips. That's pretty much enough explanation, I think.
If his parents named him that, no wonder he turned to evil!
Interesting villains (that aren't in kids' cartoons) tend to have a little good buried in them somewhere as well. Something to think about.
I don't mean to be a dick, but that is honestly the most stereotypical villain ever... It's like a combination of all bad things. Foreign - check. Sexual deviant - check. Criminal - check. Sexist - check.
Negan was interesting because he could be reasonable at times.
Geoffery was intesting because of the contrast between his legal power and his perceived legitimacy.
Take away those things, and nobody wants to see either.
Again, not to be mean, but the real question is, why is this villain interesting? Are they interesting in their own right - do I see them as an ambiguous, thinking figure and I want to see how they turn out? Even if not, do i see them as having some real conflict with the protagonist and with the world around them?
Just good guy/ bad guy is frankly unappealing (I don't mean to be too harsh).
I was kind of going to use a mash of Niko and Ramsay as in a mentally ill kid taking in a very hard change to a new country while also trying to impress his father. He has a purpose

Well, at least in the first bit 'think which are commonly thought of as negatively.'
For instance, 'let's stop the psycho-killer' is boring, if there is nothing added to the killer's motivation other than bloodlust - add a need for revenge or the killer believing in an appealing sense of righteousness (let's say, hypothetically, their wife was working on an important vaccine, but was murdered because of it, and the killer is subsequently take the unpunished, responsible people to task). Something that conflicts with the protagonist on more than just 'he is bad, I am good.'
I think the idea of "goodies" and "baddies" is a little outdated if you create characters in that mindset they will allways be two-dimensional. Dont think black or white think of the shades of grey inbetween (I saw a interview with a manga artist he said something along those lines, I cant remember who he is or what hes written though)
It would be boring if its just a good and evil thing every time but sometimes the titular character or protagonist doesn't have to compete or fight the antagonist at all but just be aware of his brutal more sick side
Not all those things are thought of "negatively".
