What you're describing is a traditional roast which is something to honor the person who is being roasted as it is done amongst friends who commemorate and cherish you as person and know the jokes are all in good fun. They've even done it to multiple presidents.
The Comedy Central version is basically just taking the celebrity and using comedians/other celebrities to take the pics out of the "roastee" I hear Snoop Dog, the Shaq and Martha Stewart are some of the people roasting Bieber.
