Really? I'm sorry but Abstinence isnt 'key' unless its personal choice which an individual makes (which good for them). But No matter what some Teenagers are going to having sex with each other. I dont really understand why anyone would teach Abstinence to there kids since it seems to be kinda ineffective. In southern states many parents dont want to teach there kids about condoms (because they don't want them to have sex). Plus most of these kids are taught Abstinence and what do they do if they're unaware about condoms? They have unprotected sex anyways, which leads to Preganany which can lead to Abortion and STDS (which funny enough most people who each Abstinence are against).
Heres the percentage of states with the highest and lowest amounts of Gonorrhea which im pretty sure no Teenager really wants because I hear its pretty shitty. And also if you look the states that have the highest church enrollment, and most abstinence teachings have the highest rates!

In an ideal world, it shouldn't be decided by age. Some 18 year olds are less mature in terms of personality and responsibilities than others of the same age. Also, some 21 year olds are a lot more mature than people in their 40's. If a system like this is implemented, they would have to control and assess the other factors for those who wish to have a child.

California is near the border, but if someone crosses the border do you think they will go to a farm or small town in TX, NM, or AZ or a beach in Cali? My guess is if they're here to make a living and start / care for a family then they'll go with the first.
