If they wanted to make TWAU, a deal would happen. Vertigo isn't going to turn down free money, and Willingham is apparently on board. A multi-title deal is usually just an option to make multiple titles, not a requirement. Even if it was a requirement, there are always provisions to get out of it, like they did with King's Quest.
