Going for Energy Weapons and Robotics character. Also putting Luck up to make my first perk be Mysterious Stranger. xD
If you want to know: "Kirkwall" is based off the city in Dragon Age.
I am going for a intelligent and charismatic character. I like to play a character who is an average physical person who solve his problems with his wits and mind. Maybe with a little more luck, because you can always use some luck in the wastelands. He will later grow stronger as he becomes more experienced.

Check out vault111.com. They show all the perks that coincide with each special stat, and because of the leaks many descriptions of each perk should be listed. So try there, it may help you come up with something

Nice build but in fallout 4 the player only starts off with 21 special points to allocate at the beginning. Every special begins at 1, and there's 21 left to distribute. Check out vault111.com for some ideas

Almost, if you want every skill to be equal that'd be 4 in every stat. 28 divided by 7. This build is cool, given you'll get to dabble in a bit of everything.
I don't know really, but it probably has something to do with wanting the player to further specialize their character and actually work to become godly. In the last two games given that all special stats could be set to the average of five, characters could start off relatively godly with no weaknesses. Now that players have less special stats at the beginning, they'll actually have to work to progress their character further, it isn't as easy as previous games. Though that's only my take on it. I like it this way because it causes you to think what type of character you want to play, leaving room for multiple different playthroughs.
Also there's no level cap, so you can still increase your special stats over time. You can even get all to 10 if you play the game long enough.
