The government. They found out about Wayne Enterpraise massive loops of money and they send MR. BLACKWELL the most ferocious IRS auditor to ever born. He has a peeing problem with his 50 years old body, has to go to a doctor at least once a week, he´s overweight, already bold, wife is not to kind in the eyes and still he suspects she´s cheating him, but despite all that, he´s determinate to find those economic irregularities and when he does, he´s gonna legally destroy the Batman in the court... until Wayne brides the judge, because he´s rich.
On a serious note, Mr. Freeze seems like he'd be a really appropriate villain for a Telltale Game. He's one of my favourites (if not my absolute favourite.)

I actually would like to see them try and create a new character that will end up being a top tier batman rouge like btas did with harley quinn. Rocksteady sort of tried with the arkham knight but the problem was if u where a reader like me I figured out who it was pretty much as soon as they released the synopsis. If they don't have an idea for a new villain I would love to see hush. He was poorly used in the arkham games and by using him u can also use a ton of batmans rouges gallery.
I love the joker but we are finally getting the killing joke r-rated, and he has pretty much been the main badguy in every arkham game so honestly I only want to see him in live action and new 52 dc animated universe so we can get death of the family and endgame movie. But I would like them to take a break after that so he doesn't get old and predictable
That would be pretty cool. But, I'd only like him as a villain for one episode. I don't think we can have one MAIN villain for the entire series, one per episode (save for episode 5, because finale) that way they all have the same amount of screen time.
Hush seems like a good idea. Two-Face could be thrown in there somewhere, especially if it will have choices that actually effect the story! He'll give us some "split" decisions, haha... But let's be serious, Calendar Man all the way! :P
I would totally love to see Hush, Riddler (but only for one or two episodes), Harley Quinn, maybe Joker but not over presented like in the Arkham games, Mr. Freeze, and Harvey Dent.

Hush because as batman you could inspect crime scenes and as bruce wayne you would have to deal with gotham believing you are a murderer
