Don't render the episode 2 choice pointless. *Spoilers*
If Harvey still becomes two-face even if you chose to save him than this series isn't even trying to hide that choices don't matter.
Show that choices can matter, don't make him into two-faced if you saved him.

Telltale once said that, in this series, you can prevent someone from becoming a villain. Maybe that's Harvey!

So far Telltale has said that you we should be able to prevent a villain, it looks like it should be Harvey. I mean, how else is he going to get half of his face burnt off again?
That sounds like a "Challenge Accepted" challenge.
After Batman saved his life, he bought a motivational Batman poster that he hangs on his wall and shines a light on it to show off how awesome the poster and its key figure are. One day, as Harvey stares wistfully into the poster he realizes that he's been doing this for twelve hours and the light has seared half his face off. The End.

Maybe we'll get reversed if we saved Harvey maybe Selina will be more villainy and Harvey will be just Harvey with bipolar issues:
I don't know man, I'm starting think the "Villian" we can prevent is Catwoman. Considering in the tralier we can see her handing things to the Children of Arkham.
I think it might work a different way; the choice won't be about preventing Two-face. It will be about suppressing him.
What I mean by that is we'll see the meaner side of Harvey start to surface no matter what-- his infamous Two-face persona-- but the influence Two-face has over Harvey will hinge on the episode 2 choice. Like, if you save him, he starts to go slightly bonkers, but he still has more control over himself; he's able to push Two-face back down when he tries to take over. If he got burnt, on the other hand, the Two-face persona ends up having significantly more influence over him, like in the teaser clip they showed.
Maybe that'll culminate in a scene in episode 4 or 5, where either Batman's forced to beat up and arrest Harvey, or Harvey's able to successfully fight the Two-face persona off by himself, avoiding that fate.
That's what I think, at least.
