Only reason Montoya and Bruce became violent was because they were coaxed into doing so while on the drug. It's strips its victim of impulse control.

  • Technically they stole it and I'd assume they had a scientist to modify it, as we did see a chemistry set in Ep3

  • No. Aside from the fact that the drug doesn't work that way, they're just a bunch of suits worried about their company's image. Like Regina said, the CEO is just a figurehead at this point, so they probably thought Oswald and his "spotless" resume were a nice convenience and didn't question it further. Their primary goal was to get rid of Bruce.
