I sent him to prison. So he wouldn't meet the Joker.
People don't seem to understand the context of the choice. They pick prison to keep him away from Joker but the proper context is send him to Arkham to get help or send him to prison to punish him.
I didn't get this choice because I went to Wayne Enterprises. I would've picked Arkham though.

I sent Harvey to Arkham Asylum. Not with any sinister intentions, but to at least give him the opportunity he needs to recover. We saw the facility on the inside, and there are no doubt many issues to be found within the system. Still, there are doctors like Dr. Lealand, who seem competent and like they truly want to help their clients. Sending him here could definitely backfire down the road, but there's more hope for Harvey here than in prison.
Well he will meet John Doe in the Arkham wont he? So how is it not a valid reason to not send him there? I really doubt it will be a healthy environment for him with Joker whispering in his ears.
Maybe he will but that wasn't in the context of the choice. Gordon says himself that he should go to prison but his broken mind will get worse in there. If you pick it anyway then the game is of course going to think that you picked it to punish Harvey.
You stop Penguin from hacking your tech, you break his leg and then he gets arrested but then at the end it's revealed that Wayne Manor's in flames and Alred's (and possibly Lucius') status is unknown.
Don't care what the game choices are implying. I know what and who's in Arkham, i'm not sending him there.
In the end it's just choosing what will be the reason Harvey is still a villain in season 2: prison environment or Joker (and other psychos in Arkham). It's pretty obvious we'll never be able to save the man. Or if we can, it won't be determined by a choice, because it would make it too hard for telltale.

I sent him to prison, Arkham is a joke when it comes to "mental health caring" and it would probably turn out just as bad, just this time Joker wont be there.
I sent him to prison. Arkham Asylum is full of psychopaths who will never get the help they need. Isn't that why they wanted to build a new one? So it's pretty common knowledge that place doesn't get anything done.
So he's going to prison to face the consequences for the things he has done, same as any other criminal.

Though on a non-scarred playthrough I sent him to Blackgate because I felt, without the scarring, he had a little more control over himself and was thus more liable for the crimes he committed and deserved to face justice like a common criminal.
Harvey was the DA.... you can't send the DA to general population prison, he's going to be fending for his life at every moment and sleeping with one eye open.
I went to Wayne Enterprises to stop Penguin and, even though it doesn't change nothing, I knocked him out (he was pissing me off and I'm very impulsive in choice games).
I think we will have 2 completely different storylines in episode 5 depending on if you went to the Manor or the Enterprises, like in GoT, because the episodes end very differently.

Bruce told Alfred to go to the batcave. Harvey has no way of getting down there so Alfred is safe as only the top level (mansion) was burnt to the ground.

I went to Wayne Manor and sent Harvey's sorry ass to Arkham Asylum. Where he will get the help he needs
I went to Wayne Enterprises and broke Oswald's legs then sent him to prison. I knocked him out and I was happy with my choice, then I saw the Manor on fire and was like oh no lol.
i've sent him to Arkham... but know thinking about it... the joker did somewhat try to corrupt me so.... its not hard to believe that he will try to break Harvey .... but again... Prison felt like a punishment... I always tried to help Harvey but the moment where he blew up the that building..... Killing innocent people..... and then tried to kill His BEST FRIEND(Which keep in mind that he kept funding him while he said he doesn't want to be near me .... Oh well. He got what he deserved )
I chose to send him to prison because he is a murder.Not only that but Harvey/Two-Face isn't that smart.He will be manipulated by John Doe or other phsycos.In the prison he will get mad but at least won't be doing elaborate plans made by the joker to out smart Bateman
