Yeah I was ready to bet my car he was going to pull that move against Batman, I could not believe it amounted to nothing. It's impossible for him not to know as you say, or at the very least that Bruce Wayne is funding Batman.
If you paid attention there is a moment where Penguin "remembers" if you beat him up or left it at that, that leads to believe he will appear in some form in Ep5. I hope we will be able to disclose him that little detail then.
I think he is beyond redemption anyway so he might as well not know who Batman is.
Perhaps Vicki knows as well and has made sure Oz's Lips are sealed on the manner.
Guess we'll have to wait to see what the Children of Arkhams plans truly are in episode 5.

If there is a potential second season, then the Wayne Enterprises and Selina sub plots could theoretically get left open-ended, but they can't be ignored in the finale. I've never been one to get outraged over finales like this, especially if there's a chance of a sequel, but I agree that there's every chance it could leave a sour taste in some mouths. A scenario like Bruce leaving behind his ruined legacy to find Selina after she has left Gotham would be a neat little cliffhanger, in my opinion, to close out the season. I'm confident that they'll bring the major threads to a satisfying end though.
Plans change when they have to. Episode 4 barely moved the needle, there are way too many loose ends to tie (Lady Arkham, Penguin or Harvey,… more Bruce reclaiming Wayne Enterprises, Selina/Catwoman's agenda and/or romance, Joker obviously has a tiny part to play in all this).
I don't have enough faith in Telltale to believe they will be able to tie all this up with poise.
This will be ugly and crudely disappointing for some.

I want to see why this commissioner is 'bad' per say and needs to be replaced besides just disliking Batman, perhaps he's not even bad at all... want to see how Telltale is able to do this plotline given the limited time of the episode.

Given that Telltale are changing a lot and sort of selling the series on veering away from what we're used to seeing in a Batman story, do they have to have him redeem himself in the public eye? That's how it always happens. It'd be cool if they don't just revert back to a status quo, and leave him with a tainted image. Apart from the money situation, it could given him the chance to put most of his attention toward his Batman work, given that nobody expects "billionaire playboy Bruce Wayne" to be hitting the town once everybody looks twice at him for the wrong reasons.
It wasn't his image that was tarnished. Nobody seems to suspect that Bruce himself is crooked (which is surprising as that would be where my… more mind would go upon finding out the supposedly upright Thomas was shady) so he just needs to keep distancing himself from his father and they'll get over it.

Those notifications are often meaningless, but in this specific case, I feel that he will show up again. Oz isn't stupid, and if he knew, he'd definitely divulge that knowledge in that flashy, dickish manner of his. Of course, he could have a reason for keeping quiet, but the scene itself never gave me such an idea, especially with the way he brought up Bruce during the conversation. I just find it difficult to believe that he's still in the dark with regards to Batman's identity. I guess at the least he could believe that Batman was only affiliated with Bruce Wayne. But I mean, come on man, you've located a super secret room filled with super secret Batman equipment hidden within Bruce Wayne's office. Who do you think Batman is?!? Some interesting perspectives were proposed in that one thread from the other day, so I suppose I could overlook him being seemingly clueless. Maybe he knows, maybe he doesn't.
I've been hoping that we visit whoever it was that we took down in episode four in the respective locations we sent them. Encountering Oz in prison or visiting Harvey at Arkham/Blackgate could make for neat little final farewell to their characters, and perhaps some options regarding Batman's identity could pop up in these hypothetical scenarios.

I didn't know anything too specific, but it was still a bit irritating.
I believe Vicki would defiantly believe him giving if she's seen the lab herself. Oz seems like he MAY get the publics attention because of his position on Wayne Enterprise and Bruce's assault on him. He could say, if Batman's violent, that Bruce's attack was similar to Batman's MO.
Then again they could just see it as Oswald just being upset with Bruce so it can go either way. Remember Oz completely wiped out his criminal history and this is to remain unless you went to Wayne Enterprises due to his recent arrest.
Also Penguin is extremely loyal to the Children of Arkham so I doubt he's disobey Lady Arkhams wishes, especially on something so big.

This is the first Telltale games I've played as it came out. I don't remember most if the endings for the other Telltale games but I'll remember how each of the Batman ones end for just that reason. The first two episodes made you want to keep going but I wouldn't call them cliffhangers like four and especially three were but I'll remember.

I would not be surprised if Gordon is promoted at the end of Ep5. Grogan is likely corrupt and holds back the GCPD.
Gordon represents the side of Gotham which has not given up, which continues to fight and stands fierce no matter how strong the wind is.

December 13th has to be the release with Australia probably rating next week or later this week pretty short satisfying wait . I played my alternate save file with different choices and I accidentally clicked Wayne manor (which was my original choice) instead of Wayne enterprises and since the lack of a rewind button I have to play the episode again. They better add rewind in ANF .
I think the monthly episodes just mean that they are working on more of the episode in advance, as opposed to rewriting large portions of the episode due to fan feedback. On top of a more consistent story, it also presumably leads to more polished episodes since they aren't working as close to the deadline to incorporate last minute fan feedback.

The reason Montoya got reinstated is that she was acting under the influence of the drug and can't be held accountable for her actions (I know it doesn't make sense, she quit voluntarily, it's just the explanation given in the game).
