I could be wrong, but I think that Twitter will show the timestamp of a tweet relative to the timezone that the tweet was made in. So, if Caroline is in the Pacific Timezone, it will show her as having Tweeted that at 2:08 PM in the Pacific Timezone, as opposed to the timezone you are viewing it from.

Yes, obviously I had a 23-month old account waiting in the wings for the day that a Batman game that that I presciently knew would be announced roughly a year later would get a very poorly-handled release of its final episode - a full year after that original announcement - and I would need a backup for that fateful day.
He is not wrong though, they could pay more attention to their costumers. Lack of communication when something goes wrong is one of their main problems.
